I found these guys on the internet... http://dirtypcbs.com
They have a special package for 5cm x 5cm boards (and another for 10cm x 10cm)...the 5x5 boards come in a quantity of 10 (they actually will ship somewhere between 8 and 12 boards according to their web site).
They're panelizing, and probably have the variance in quantity due to quality control measures.
The best part is the price. $14.00 USD, including shipping! I received my boards in the mail almost exactly 3 weeks from the date I placed my order.
Their website is quite fun...they're very tongue in cheek with their descriptions...it's worth a read even if you don't need any boards.
