Pickit2 Connected .. then no device found .. can someone help ?

I could really use your help .. moved back to Ohio changed pcs and now nothing wants to work ..
I have the pic kit2 installed and the V2.61 installed which can see the pickit2 initially but when I go to read/write PIC16F688 it goes to no device found ... I have the Hex file already via MPLAB made successfully to convert our SS24 to 115,200 baud rate to match the ren64 baud rate ..
I need both controllers to be on the same Baud rate right ? I figured it would be easier to change 2 on the ss24 then to mess with the Ren64 ..
If you can help me I would greatly appreciate you ...
Ill attach a couple pics to show my jumpers pickit and Pic placement . maybe Ive done something wrong or maybe my zif is fried ??

Hmm - I don’t use pickit 2, but since Microchip sees it it seems good. I can’t tell by looking at your adapter how big it is (your pictures are only partial view) so not certain the chip is in the right place. Usually the bottom of the adapter would show where the pic needs to be placed and also the correct jumper settings. My adapter fits many sizes and for the PIC16F688 it would actually sit further back in line with the thick white line between J2 and J3 on your picture. If you’ve used this adapter before you probably already know where to place the PIC but that’s the only thing that stuck out to me. PS, don’t just try it in another slot or you could end up frying it, but may be worth flipping it over to see what it shows as proper placement in case you need to move it.

Thanks.. I dont usually use the bigger board the smaller 14 pin we had got damaged :(

Yours looks just like mine, so it looks like your pic is in the wrong place. You can see on the bottom side picture you sent, the area showing dip8/14, dip18/20 the notch side does need to be lined up with the thick white line between j2 and j3. Your jumpers look good according to those settings - ie, J1 - B, J2 2-3, J3 2-3.
 
Sorry I don’t have a spare pic to drop in, but the front pins on the notch side should go into the slot just at the thick white line where my scribbles are in the attached picture.

I got it to see the pic I believe and have tried a few lower voltages but keep getting this error ?

For mine (which was pickit3) I had to set it at 4.75V. No idea if that would help here, but perhaps worth a try
 
One last thought, it’s been a while but I remember having to change the usb port I had my pickit connected to - I’m not actually certain why, maybe the port I was using was for charge only and not data, but whatever it was as soon as I swapped it, it saw the device.

I have not had to program a pic in over 10 years LOL
