16_Expansion_SMD

I've assembled a couple "16_Expansion_SMD" boards from Scott Hanson's design when testing using the BBB_16_Expansion I noticed the lights flickering in test mode. it resembles a loose/no ground for the pixel data. I assembled 2 boards which have the same characteristics and have also tested on a F16V3 with the same flicker.
Any Ideas?

Comparing the through hole VS smd design the only difference is R3 is 330 ohm.

The schematic shows R3 as 120ohm but I dont think that would affect data output since it's just for the 5v led. Maybe a bad solder joint somewhere?

I reflow every solder joint on both boards.
Ports 17-20 work fine. The rest of the ports have a flicker, on both boards.
