16ch AC, one zero cross detector or two?

Hi all,
I started designing an open-source 16ch AC controller based on Atmel chips over a year ago, and then I got busy and never finished it.
Now I'm starting to get ready to finish it up.
Initially, when I designed it, I put a separate ZCD for each 8-channel bank. The idea was that some locations, like New York, get 2 120-degree-apart phases, instead of 180 degrees. So if the two banks were connected to separate phases, bank 2 would do all kinds of flickering.

But I've noticed that none of the commercial controllers have two ZCDs. So am I missing something? Would I not actually need the second one?
