When using the 'Add Element'

the 'Display Item and Channel Editor' shows up beneath the parent window

Your sitting there waiting for something to happen unless you know its already waiting for you to continue by using the task menu bar to select the buried window to bring it forward to continue.
 
they came up for me like they did in 3.0.3.1 popped right up to the front. I cant explain why different from you just reporting.

Well as soon as I get my password reset on bugs.vixenlights.com, I will enter this. Did the same for me on 3.0.4
 
Hmm, just went to recheck this, and now it is popping up front for me. I will use the files you sent me earlier to verify again before entering into the bug tracker.
