Help with Java

I seem to go through this every time I want to program a pixel stick. I can not for the life of me get Java to open. I click open flashtool.jar & get the message below. I have the current Java installed on my windows 10 computer. Anyone able to help an old man.

That usually indicates a permissions or missing destination error. Java is telling you that it could not create an output file into which to decompress the jar file. It is possible that java is configured to put the temp files into a location that does not exist or is not accessible.
