Motor Recommendations for Winfield Ferris Wheel with Heavier Load

I'm thinking of throwing stuffed animals on the seats of the Winfield Collection Ferris Wheel. I don't think the motor can handle the load, though, especially with wind. Can you recommend a stronger motor that still goes around 10-12 rpm? I don't care if it doesn't match the current bolt pattern. (Preferably somewhere under $100)

If the load was balanced, would it still be OK?

Unfortunately, I live in a high wind area (Colorado). Sometimes, depending on the wind, the motor seemed to have difficulty starting. So, that's another reason why I'm looking for an alternative. I think something with more torque would work better.
