Set Level with pixels and LED dumb light

I have my lights grouped by type - pixels and LED dumb strips. They’re both in subgroups under “all”. When I want to turn on ALL of my light and use “Set Level”, only the dumb LED strips will turn on. But if I use “Pulse” and set the brightness to 100%, everything turns on as expected.

I hope that makes sense.
 
Are the Dumb LED strips RGB or are they individual colors? How is the color handling filter configured?
Are the Pixels set up with Color filters for RGB - Can be any color?
 
The dumb LED’s are all white. I’ll double check when I get home that all of the filtering is correct for everything.
