Sometimes the Modify Effects window doesn't come up

As the title states, sometimes when I go to change a group of effects the Modify selection doesn't work...video here

When it does not work -- hit ESC to kill the selection process and try again.

I suspect that what the selection box is attempting to pass to the modify process is not correct.
