My feeling is that the members of the DIYC community and the users of this wiki have been quite responsible so far, and therefore this topic should left unlocked until and unless there is a problem. The changes that I have made so far are pretty minor.

I think that that page should be split into three parts. One part would cover the selection of components and their PCB layout shapes. These guidelines generally affect the component purchase and board assembly processes. The second part would cover issues related to board fabrication by outside vendors (hole and pad sizes, minimum trace widths and spacing, etc). The person assembling a PCB doesn't need to worry about these issues, but they do affect how easy it is to have the boards fabricated, and how much they cost. The third section would cover issues related to home-etching of PCBs, since there are some different issues in that situation.
